It's actually meant to be a portrait of...Ha ha. It's actually meant to be a portrait of Allen Toussaint (who wrote the Holy Cow song which his mate Lee Dorsey made famous). The first time I came across the song was in 1990 when Jools Holland did a cover that featured Vic Reeves and Bob Mortimer as backing singers. I think that "Holy Cow, what you doing now?" is a great lyric. I think if Mr Toussaint were ever to meet a gigantic gold Puffin it's likely he might exclaim "Holy Cow". I know I would. A few years back this painting appeared in a Black History Month exhibition in Lewisham Library.
